If he only flirts with her because he finds parts or her physically attractive then he sounds pretty shallow to me. Don't bother trying to get him to flirt with you unless you feel like completely changing yourself through plastic surgery or the like. It doesn't sound like he's interested in personality too much. I'd move on, or at least don't bother wasting your efforts on getting him to flirt with you.
